John T. Woodruff and the Chamber of Commerce had encouraged private companies in the 1920s and ’30s to harness the hydropower from Ozark streams. When they didn’t and the Army Corps of Engineers embarked on their massive White River multi-purpose dam campaign, Woodruff and packs of Springfield leaders traveled to Washington, DC, to testify before Congress on behalf of these projects.

An anonymous letter to the editor in the October 31, 1925, Springfield Leader captures the mystical association dams, roads, and prosperity had for that era’s believers in progress. Springfield, the author implies, should become the Queen City of Ozark water resource development. Transforming the free-flowing streams into reservoirs, along with “excellent highways,” would make the town a “fountainhead” of wealth:

“Springfield is the nipple on the breast of the Ozarks. Within the circumference of this Ozarkian breast are more stupendous hydro-electric projects than in any same area in America. No less than six enormous projects, involving $200,000,000! … Not dreams, but projects as sure to be developed as water runs down hill, and its running may be changed into gold. Why Florida is a piker compared to our Ozarks. And these enormous dams will empound vast inland lakes, converting the Ozarks into a wonderland for the tourists developing hotels and pleasure resorts rivaling the dreams of Florida. Now consider our excellent highways, draining like milk ducts, the wealth and patronage of these marvelous Ozarks into Springfield, its fountain’s head. Will Springfield grow? We guess yes.”

Into the 1940s, visitors continued to visit and pose for photographs on the flat rock above the White River valley – where there was still no sign of earth-moving equipment, much less a towering blockage to the stream.

That stretch of river was promoted as a dam site by Henry Doherty, Empire District Electric Company, even before Taneycomo, his first successful White River project, had finished filling.  Table Rock, described as “probably the most scenic spot in Taney County,” in a Springfield Republican article, Feb. 1922, would be the location of his next dam he announced. There he proposed the erection of a 200-foot-high dam, which “would create a lake 100 miles in length and extend up the James to Galena.”

A lot happened in America between 1922 and 1958 (a Great Depression, a World War, a New Deal, Korean war) when Table Rock Dam was finally completed. Even those averse to Corps of Engineers projects cannot doubt its engineers are well trained. Between 1929 and 1948, the Corps of Engineers completed surveys of 180 rivers in 176 separate reports and submitted them to Congress. Not only did Army personnel boat and wade streams, but they also consulted with private power companies, academics, and other agencies.

The federal government ultimately took dam building away from private companies in the late 1930s. World War II and then Korea delayed construction of many projects. Again, local dam advocates became nervous that the feds would repeat the stalling tactics of Empire District Electric. However, the once-dam-averse Army Corps of Engineers ultimately changed the free-flowing White River into a series of reservoirs.

1909 Construction photograph of Lock and Dam No. 1

In 1886, an Osage River Improvement Committee convened and, using Army Engineers plans, challenged Congress to make the river navigable clear to Kansas with a series of locks and dams. After delays, work on the first lock and dam began in September 1895 at Shipley Shoals then seven miles from the mouth of the Osage.

The pièce de résistance of the futile effort to render the Osage River navigable was Lock and Dam No. 1. In the twentieth century, Army Engineers became renowned for escalating the price of a dam after Congressional authorization and work had started. Underestimating construction costs has long been a skill of the Corps.

In 1891, Lock and Dam No. 1 was estimated to cost $187,244. By 1895, with the addition of Chanoine wickets to raise and lower water levels to keep from flooding farms upstream, a figure of $417,500 appeared in War Department documents. As this 1909 photograph shows, the project obviously took longer and cost more than had been stated in Corps of Engineers’ reports to Congress.

The impressive hunk of concrete and iron, 850 feet wide with a 40 by 220 foot lock, proved to be a mixed blessing. Upon completion in 1906, a 30-foot section washed away. The structure blocked barges, which were the most cost-effective river transportation.

In 2012, a drought lowered Osage River levels so much that the rotten remains of Lock & Dam No. 1 were exposed for all to see. Today it not only serves to block possible sturgeon and paddlefish migration to Osage River spawning beds, but every year or two someone drowns trying to navigate through it in high water.

Powersite Dam, originally called White River Dam, was built by the Ambursen Hydraulic Construction Company of Boston. It is a hollow cement-slab and buttress structure. As we wrote in James Fork of the White, “Powersite Dam was not architecturally blatantly industrial. The narrow, twenty mile-long lake it created became regarded as part of nature, indistinguishable from the free-flowing river it replaced.”

The dapper gents in the photo seem to find something hilarious about “Three toots of whistle means blasting.” Numerous similar real photo postcards were taken of the activities connected with building the dam; some large albums exist that have been put together from them. Allen Kitchel (A.K.) Bishop died in 1925, but his wife, Grace May (Lefler) Bishop, continued their postcard business in Branson under the name of the White River Art Company, selling primarily hand-tinted, colored views printed lithographically.

The construction phase brought in cash to the local economy and afterward boosted Branson and Hollister tourism. A village of shacks was constructed to house and service workers. Later Corps of Engineers’ dams took massive amounts of farmland and were more controversial.

1940s Corps of Engineers booklet: “Table Rock Reservoir Area, White River Missouri and Arkansas, and how the U.S. buys it.”

Two boys cast fishing lines from their perch on the rocky slope of the “bath tub ring” caused by fluctuating water levels of artificial impoundments. They wait for a nibble watching the flat water of Table Rock Reservoir, perhaps wondering where the fish are hiding and what lies beneath the stilled waters of the lake that covers the once mighty White River.

Folks living in the White River and James River valleys had had fifty years to come to terms with the inevitability of losing working farms, grist mills, tiny towns and sylvan groves to rising waters when the dam closed. Still, this booklet by the Corps of Engineers seems particularly insensitive to the losses rural people faced as they gave up their land and lifestyles to the massive project. They do acknowledge that “the long-established procedures (for buying land in the project area) are not well understood by many in the reservoir area where land must be obtained in order to obtain storage to impound and control flood waters . . . ”

Tom Koob’s book, Buried by Table Rock, paints a picture of the life once lived in the valleys of the White and James rivers.

The major Corps of Engineers dam-building era was a combination of dubious hydrologic theory propelled by the desire to create jobs during the Depression. Because our ancestors had foolishly developed the floodplains, there was much community support for flood control dams.
Springfield lawyer and land speculator William H. Johnson started building a Tudor-style complex by the train station in 1909 to accommodate tourists. As the faux half-timbered buildings were in the floodplain they were periodically immersed when Lake Taneycomo overflowed.
 
Table Rock Dam has kept the historic district, as it is now called, dry. Still some Hollister and Branson properties have suffered flooding, necessitating government buyouts. Believing the dam would afford complete protection, some people built even closer to the river, ignoring the Corps’ warning.
